We have an exciting career opportunity for a Public Sector Contracts and Proposals Manager to join our growing DSI Tech team!

As a Manager of Public Sector of SLED (state, local government & education) and Federal Contracts & Proposals, you will lead a multi-functional team focused on identifying and capturing state-by-state contract opportunities, cooperative purchasing agreements, responding to quick reaction deals for the US State/Local Government and Education (SLED) market. This role will be responsible for a variety of tasks related to managing the RFP/RFI submission process and timeline, managing client/vendor contracts, and leading a team of proposals and contracts specialists. This position will be based in Ashburn, VA, with a hybrid work schedule after the initial 90 days onsite.

Your Responsibilities   
  • Be the single point of contact for owning the entire RFP/RFI proposal development cycle
  • Prepare and manage proposals from initial request to final proposal response
  • Work with Managers/Directors to ensure effective integration of win strategies, themes, and discriminators into proposal response
  • Responsible for the overall contract execution and compliance of assigned tasks in accordance with contract requirements, federal/agency regulations, company policy and procedures, and applicable laws 
  • Proactively manage contractual risks and issues within and across large, complex projects to evaluate trends in risks and optimize mitigation strategies across projects using qualitative analyses (e.g., probability, impact, urgency) mitigation plan for high impact/probability risks
  • Lead recoveries and engage in resolving escalations across other projects
  • Engage in mentorship of team members as well as formal and informal knowledge sharing and training sessions to educate the team regarding contracts and obligation management
  • Manage resources, coordinate/dictate action items from internal reviews, and interact with teammates to complete tasks
  • Review proposal drafts and final versions to ensure thoroughness, accuracy, quality, and effective design and layout
  • Monitor and measure proposal progress and completion status, coordinate and participate in final proposal production activities and maintain a proposal database
What You Need for this Role
  • Minimum of 5+ years of business development/capture management experience in support of SLED contracting
  • U.S. Citizen
  • 5+ years of experience managing a team of Proposal Specialist, Managers, Coordinators
  • Bachelor’s degree in Business Management, Administration, or related field or an equivalent combination of education, training, and related job experience
  • Successful track record of managing and winning federal and/or SLED contracts
  • Excellent time management, organization skills, and attention to detail
  • Excellent written and verbal communication skills
  • Proficiency in MS Office
  • Knowledge of FARS and DFARS requirements
  • Strong decision-making, problem resolution, and creative thinking skills
  • Results driven and detail-oriented
  • Demonstrate a high level of confidentiality in all aspects of conducting business
  • Demonstrated credibility in customer and team interactions
  • Understanding of state and local government pursuits and experience supporting proposals with short timelines and multiple milestones
  • Proven experience managing multiple engagements simultaneously
